Another milestone on the road to implementing the HVC III has been reached. Since the beginning of the year, only owners of new vehicles or defective meters have been able to register with NATRAS. Since the beginning of March, all interested owners who wish to switch to the default supplier have been able to register for the migration phase between June and December 2025. These owners will then be among the first to receive the corresponding vehicle recording system (VRS) from NATRAS.

We have several vehicles and would like to prepare the conversion, what can we do?
Vehicle owners who opt for the NATRAS basic service can register as a vehicle owner with NATRAS on the dates described at and in the cases mentioned:
- from 01 December 2024, registration will be possible for vehicle owners who place vehicles on the market for the first time in January 2025.
- from 1 January 2025, registration is possible for vehicle owners who need to replace a defective Emotach.
- from 01 March 2025, registration will be possible for all vehicle owners.

I will be registering a new vehicle from January 2025. When can I register as a vehicle owner or the new vehicle with NATRAS?
Vehicle owners who register a new vehicle from 1 January 2025 can register with NATRAS from 1 December 2024. Registration of the newly registered vehicle will then be possible from 1 January 2025. Once the vehicle has been registered and the vehicle recording system (VRS) has been ordered in the online-service-desk (OSD), the vehicle recording system (VRS) must be properly installed no later than 10 days after the vehicle is put into service. The HVC III registration process begins with the first signal from the vehicle recording system (VRS). For the period between the 1st placing on the market of the new vehicle and the first signal from the vehicle recording system (VRS), the failure solution (ALL) in the online-service-desk (OSD) must be used, which will be available for these use cases from 1 January 2025.

Who can register with NATRAS and when?

I have a defective Emotach, but have not yet been able to install the vehicle recording system (VRS). What do I have to do?
Vehicle owners with a defective Emotach who opt for the NATRAS basic service can register with NATRAS from 1 January 2025. Until registration has been confirmed by NATRAS and the new vehicle recording system (VRS) has been installed, the corresponding registration form must be used as before. The registration process with the Emotach system ends with the first signal from the vehicle recording system (VRS).

Can I also have the vehicle recording systems (VRS) delivered to a workshop?
Registered vehicle owners see dates have access to the information in the online-service- desk (OSD) and to the ordering process. The vehicle recording system is designed for self-installation. As part of the ordering process, it can be sent to an alternative delivery address (e.g. workshop).

Are there any exceptions for retrofitting (deadlines, VRS, etc.)?
No, there are no exceptions. The current dates can be viewed here.

By when do I have to have converted to HVC III at the latest?
By 31 December 2025 at the latest, depending on the condition of the Emotachand the choice of provider (NATRAS as NNA, EETS or approved provider ZNA). The following dates apply for vehicle owners who opt for NATRAS.

Our mission
On behalf of the responsible Federal Office for Customs and Border Security (FOCBS), NATRAS AG ensures the basic supply for the new national HVC recording system and thus leads this system, now in its third generation, into the future.
The revised Heavy Vehicle Charge Act (HVCA) provides for the commissioning of a so-called "National NETS Provider" (NNP), which is commissioned by the FOCBS to provide the basic supply. The FOCBS has found a suitable NNA as part of the corresponding WTO tender and concluded the corresponding operator contract. The contractor, NATRAS AG, was founded by the two WTO award recipients (LOSTnFOUND AG and Kapsch TrafficCom AG) specifically for this purpose.
